HB 4610 would help ensure equestrians retain access to the public trails used and maintained by taxpaying trail riders already.

There are cases where healthy animals are taken from their owners and disposed of before the accused has a fair trial. Owners found innocent in court have no recourse … their dogs, horses or other animals are gone for good.
